Accept a B2STORE orchestrator event

Accepts any B2STORE orchestrator event, validates the envelope and queues it for asynchronous processing. Access is restricted by an exact-IP allowlist (B2STORE_ALLOWED_IPS) and, when configured, a bearer token (B2STORE_WEBHOOK_SECRET). Answering 202 means the event is durably queued, not that provisioning finished. Re-delivering the same event_id is safe and also answers 202.
