Delete user from every workspace

Deletes the whole account: removes the user from EVERY workspace with the full per-workspace cleanup (membership, roles, project and platform permissions), removes their global roles, deletes every session and personal API token, then soft-deletes the account. Only root / Owner / SuperAdmin holding UserDelete; anyone else gets 403. Nobody may delete an equal or higher rank. A call on an already soft-deleted account hard-deletes it (UserDeleteDeleted).
