Tenant plan switches

The switches a tenant action is gated on, so the client hides or disables it before the server answers 409 `planLimit`: `features.csv` (CSV upload and download), `features.webhook` (configure / preview / send the webhook), `maxUsers` (cap -1 = unlimited; `used` is null when unlimited). No plan row: every switch true, cap -1.
