Edit tenant plan limits and dates

Partial edit: only the sent `limits` and `period` fields change; `-1` = unlimited, `0` = nothing. Add-ons are refused (`addons: Use /plan/addons.`). A past `endsAt` is stored as is — an expired tenant is left for a manual decision. Writes `plan.edited`.
