Update B2Store allowed IPs

Replaces the list of caller IPs allowed on `/api/v2/orchestrator/*`. Each entry is an exact IPv4/IPv6 address or `*` (any IP; the token is still required). An empty list closes the orchestrator for everyone. Recorded as entity_event `b2store.ips_changed` (old/new). Requires WorkspaceCreate: root, Owner, SuperAdmin.
